The European Union has , since the entry into force of the Maastricht Treaty , a single institutional framework , which operates in representative democracy and in accordance with a method of community governance .
Within the broad framework of the European institutions , we can distinguish two groups:
On the one hand the political institutions , ie those in which lies the executive and legislative power of the Union . Here the European Parliament is elected every five years by the citizens, the Council of the European Union representing the governments of the Member States and the European Commission, a politically independent institution that represents and defends the interests of the Union as a whole, proposes legislation , policies and action programs.
On the other hand , the EU is composed of non- political institutions such as the Court , ultimately ensuring the implementation of Union law , the Court of Auditors , tax body in charge of supervising the proper administration of European funds, and finally the European Central Bank, responsible for the single monetary policy.
